This series is published according to the Presidents and Prime Ministers of Israel Commemoration Law, 1986. The law requires the Israel State Archives to collect documentary material about Israel's presidents and prime ministers and to "publish a selection of speeches, lectures and written works" by each deceased president or prime minister. The volumes are published in association with the President and Prime Ministers Memorial Council in the Prime Minister's Office.
